The frame limit is not working and the game tends to stutter

I updated my game today for the anniversary of Halo 2 and I'm having frame rate issues. My refresh rate is 165hz, but I can't get it past 60fps with the cartographer frame limiter whether I set it to 0, 120, or match my monitor at 165. ON top of that, the game tends to stutter and feel

When you set the resolution in the game make sure you select the refresh rate of your monitor.
