The game isn't an HD version as there isn't one for the pc,all you can do is increase the graphics in the game settings.That said it's far better graphics wise than halo on the original xbox (1st gen xbox,you most probably know it as old school,yep that's right there was an xbox before the 360 :p)

other options to check: update graphics driver update direct x check you have the microsoft redistributal package,i think its 2008 ? or whatever package is required. after installing halo you need to run the update not the h2vonline but the official microsoft one here...
