Halo Wars 2 is going to require Direct X 12 so it would be pretty difficult to run it on 7 And I'm pretty sure It's not going to be like H2V, as you can run H2V on Windows XP (Because it works with the Direct X version that XP has AFAIK)

...I hope your not being serious? Lag is one of the core reasons that move people away from playing Halo 2. It also ruins gameplay for both yourself and everyone else. Its also why posts like this are made and why measures like this are being take (Ping + maybe geo bans on dedicated servers)

You should only be concerned if you've been hacking Otherwise The question has been answered already. Geo-restrictions/ping limitations will happen on the dedicated servers (its not in our control, rather the people who run said dedicated servers.)
