The game isn't an HD version as there isn't one for the pc,all you can do is increase the graphics in the game settings.That said it's far better graphics wise than halo on the original xbox (1st gen xbox,you most probably know it as old school,yep that's right there was an xbox before the 360 )

Halo 2 on PC is in HD, you must just be running it at a lower resolution (below 1280x720) Also 343 industries just took the PC version of Halo 2 and used it on The Master Chief Collection.

To play in HD go to Settings in Halo 2 >Video and find "Screen Resolution" and change it to at least 1280x720 or higher for HD. Keep in mind that if your computer cannot handle the higher settings your may experience FPS drops.

A good rule of thumb is to use your monitors native res if you have a beefy PC

You are correct any video above 720 is considered hd.
